ARTICLE I. NOMINATION AND ELECTION OF OFFICERS
SECTION 1. ELECTION OF OFFICERS
The election of officers shall be held at the annual meeting. Only active and life members present and in good standing may vote.
SECTION 2. NOMINATING COMMITTEE
The President shall appoint a committee consisting of three (3) members, to be known as the Nominating Committee. The duties of this committee shall be to make nominations, with the consent of those nominated, and to prepare a ballot for the election of such officers. Said ballot will be presented to the members at the regular meeting.
SECTION 3.
Any active member in good standing may be nominated from the floor for an office, and if duly seconded, may participate in the election.
SECTION 4.
A majority of all votes cast shall be necessary to determine the choice of any officers to be elected.
ARTICLE II. DUTIES OF OFFICERS
SECTION 1. THE PRESIDENT
The President shall preside at all meetings of the Association. The President shall appoint such standing or special committees as The President shall consider necessary, or as instructed by the Executive Committee, and shall be an ex officio member of such committees. The President shall be responsible to the Executive Committee for the functioning of said committees. The President shall sign on behalf of the Association all contracts and other formal instruments and shall perform such other duties as may from time to time be assigned to him by the Executive Committee. The President shall be responsible for calling meetings of the Executive Committee, and other prescribed meetings of the Association. The President shall also serve on the Board of Directors for ICC Upper Great Plains Region III until the term as President is complete. To assure continuity of office, the outgoing President shall review, with the incoming President, the responsibilities of the office, turn over all personal property of the Association, and a copy of the most recent Constitution and By-laws, and a written outline of responsibilities.
SECTION 2. THE VICE-PRESIDENT
The Vice-President shall have, and exercise all the powers and the duties of the President in the event of an absence or inability to act, and perform such duties as the President may direct, and also shall be empowered to sign checks as an alternate in the absence of either the President or Treasurer. The Vice- President shall serve as Chairman of the Education and Public Relations Committee and shall have the power to appoint members to said Committee.
SECTION 3. THE SECRETARY-TREASURER
The Secretary-Treasurer shall receive and process all official communications addressed to the Association. The Secretary-Treasurer shall keep the records of membership, attendance at meetings, membership dues paid, minutes of the regular meetings and minutes of the special meetings and will prepare and affix his or her signature to all official correspondence. The Secretary-Treasurer will, with the concurrence of the Executive Board, appoint such assistants as is necessary. The Secretary-Treasurer shall mail the annual dues statement to the members, receive and record all funds, deposit same in an accredited banking institution, disburse funds on order of the Executive Board, he shall sign all checks. The accounts and books shall at all times be open to the President, Executive Board, and any authorized auditors. The Secretary – Treasurer shall present all bills to the Executive Board for approval, give a financial report at all meetings, and an annual report at the annual meeting.
ARTICLE III. MEETINGS
SECTION 1.
An annual meeting of the members of the Association shall be held. The President shall determine the exact time and place for holding the annual meeting of the members. Other meetings shall be held on the call of the President or the Executive Board.
SECTION 2.
At least seven (7) days’ notice of time and place of all meetings shall be given to all persons entitled to notice thereof. Such notice shall be given by the Secretary-Treasurer by mail to the last known address of the member.
ARTICLE IV. COMMITTEES
SECTION 1. LEGISLATIVE
Each year the President shall appoint a Committee to review and report on State and Local legislation of interest to building officials; and recommend action to oppose legislation detrimental to the Association or support legislation beneficial to the Association. This Committee shall meet prior to each Executive Board meeting and shall report directly to that Board.
SECTION 2. EDUCATION AND PUBLIC RELATIONS
This Committee shall be Chaired by the Vice-President who, each year, shall appoint such members as necessary to fulfill the obligations of this Committee. This Committee shall investigate, promote and report on programs designed to further building officials’ training and education, and to promote to the general public, governmental agencies and legislative bodies, the standards of practice of building officials and further their spirit of cooperation. It shall be the further duty of
Committee to arrange all details connected with all meetings which shall include location, program, and program arrangements.
SECTION 3. HISTORICAL
The Historical Committee shall keep records and events of the Association from its inception to the present time. The records and events are to be kept in chronological order. The three immediate past Presidents, together with the present President, shall serve on this Committee.
SECTION 4. EXECUTIVE BOARD
In addition to the constitutional mandates of this Board, it shall be responsible for keeping the Association advised of any members of the Association who are ill, have retired, or have passed away. This Board shall convey condolences as deemed fitting. The regional members and the at-large member of this Board shall be responsible for seeking prospective members to the Association and informing them of the functions and objects of the Association.
SECTION 5. SPECIAL COMMITTEES
Each year the President shall appoint, at will, such other committees from active members as necessary to achieve the objects of the Association.
ARTICLE V. DUES
SECTION 1.
Annual dues for all members shall be $50.00.
SECTION 2.
Only such members who have paid their dues and possess a current membership card shall be considered members in good standing.
SECTION 3.
Any member whose dues have not been paid on or before the first day of June loses all benefits, and if after notice by the Secretary Treasurer, any member fails to pay dues within thirty (30) days, he shall be liable to loss of membership.
