2012 IFGC Update – 3 hours    and    2012 IMC Update – 3 hours

The 2012 IFGC Update introduces the major changes from the 2009 IFGC to the 2012 IFGC. The changes are identified in the handout along with the reasons for the changes and knowledge review questions. The information presented will allow for the application of these new code requirements to design, plan review, and/or inspection.

2012 IMC Design, Installation, Inspection Principles – 6 hours (This is a Fundamentals seminar)

This seminar highlights key provisions of the 20012 International Mechanical Code® (IMC®) and provides practice in applying key requirements. It reinforces learning by supplying immediate feedback or clarification. It walks participants through the content outline of the code book, and describes key sections.

October 3, 2012 General Membership Meeting

Meeting called to order by Todd Johnson, President.

Roll Call:  Todd Johnson, President; Bruce Taralson, Past President; Steve Johnson, Secretary/Treasurer; Ron Fettig (NW Rep); Richard Barta (SW Rep); Darrel Zaback (At Large);  Gary Klundt (SE Rep);

Absent:  Paul Arends (NE Rep).

Minutes from March 7, 2012, were reviewed.  Motion by Rich Barta to approve, seconded by Darrel Zaback.

Treasurer’s Report:  Read by Steve Johnson.  Motion by Bruce T. to approve, seconded by Shawn Ouradnick.

Education Committee Report:  Todd Johnson reported that the spring meeting will be in Minot on the 2012 Mechanical Code Update and the 2012 Fuel Gas code update.  The fall 2013 meeting topics will be the Energy Code update and IRC framing.

Legislative Committee Report:  No report.

History Committee Report:  Bruce Taralson will get advice from Ray Ziegler, Rich Barta, Ron Strand and Mel Zent on nominations for honorary membership.

Nominating Chairman:  Ron Strand will submit nominations for the Vice President position and the NE rep Executive Committee.

Region III Rep:  Ron Hoover requested nominations for Trainer/Instructor of the Year.  He suggested ways for the general membership to participate in the code development process (CDP) access and also discussed the upgrading of the ICC website.

ICC Government Relations Rep:  Rick Hauffe discussed educational and scholarship projects.  High school students would have training projects similar to a trade school course or a mentoring program that would help educate students about code requirements. The ICC and fire marshals have a crowd manager training program that will manage a crowd in a panic situation.  He also discussed the upcoming ICC Portland, Annual Conference.

State of ND Rep:  Bruce Hagen discussed the legislative process for the 2012 Building Code adoption and the Building Code Advisory Committee will discuss at their March meeting.  There is a 12/5/12 deadline for submitting legislation.

Old Business:  The Fargo seminar topics shall be 2012 IRC and IBC significant changes.  The 2013 spring meeting will be held in Minot at the Sleep Inn on March 6-8 with the topics to be the 2012 Mechanical Code update and the Fuel Gas code update.  The 2013 fall meeting will be at the Comfort Inn, Bismarck, with dates to be announced at a later date.  The topics will be the 2012 Energy Code update and IRC framing.

Membership Dues:  As per Todd Johnson’s letter regarding proposed changes, dues will be $30 if paid by March 1, each year and $50 if paid after March 1, each year. The By-Law changes were discussed.  A membership vote was conducted and passed unanimously. Motion to approve changes in the by-laws by Bruce Taralson, seconded by Ray Ziegler.  Motion carried unanimously.

New Business:

A.    Ron Strand, nominating chairman, announced that the nominating committee voted 2 to 1 to nominate Chris Rose for the vacant Vice President position.  Ray Ziegler nominated Shawn Ouradnick for Vice President.  Todd Johnson asked for a vote by the membership.  Following said vote, Chris Rose was elected Vice President by a 16 to 5 vote.
B.    Ron Strand nominated Scott Boura of Grafton to fill the NE Rep Executive Committee position.  Seconded by Bruce Taralson.  Todd Johnson. called for a vote by the membership.  Scott Boura was unanimously elected.
C.    Todd Johnson was nominated to the ND State Building Code Advisory Committee by Richard Barta, seconded by Ron Strand.  Following a membership vote, Todd Johnson was unanimously elected to the ND State Building Code Advisory Committee.
D.    Manufactured Homes Installation Committee Member Appointment.  Motion by Richard Barta, seconded by Jerome Miller to appoint Mel Zent and Ray Ziegler to the committee.  Motion Passed unanimously.  Rory Hoffman discussed manufactured home program details
E.    Tumblers and writing pads were distributed to members at the seminar.
F.    ND State Mechanical Licensing.  Darrell Zaback has formed a committee to study licensing procedures. There is a 12/5/12 deadline to submit legislation.
G.    Doreen Reidman of the ND Association of Builders discussed the 2012 code review and approval process.  Since the 2009 code was only adopted in 2011, NDAOB feels that the SBCAC should focus on training and enforcing the existing code before considering adopting a new code.  Jason Eide from Fargo requested that the 2012 code not be adopted.  He feels jurisdictions need more time to review and update the existing codes.   Ron Strand stated that skipping a code cycle would not be in the best interests of the ND Building Officials Association and recommended moving forward with the 2012 code review and approval process. Ray Ziegler stated that continuing the code cycle would be the right thing to do.
After further discussion, a motion was made by Rich Barta, seconded by Ron Strand to continue the review and approval process of the 2012 International Building Code.  Motion passed unanimously.  Todd Johnson, President, will write a letter to the ND State Building Code Advisory Committee stating the position of the NDBOA.

Correspondence and Announcements:  Chris Rose was sworn in as Vice President.

Education Committee Report:  Fall meeting will be at the Fargo Doublewood Inn on October 3-5, 2012. Best possible topic is 2012 building code updates since the Building code hearings will begin in March 2013.

Legislative Committee Report:  Ray Ziegler distributed proposed amendments to the state building code allowing cities and counties to administer and enforce state building codes and plumbing and electrical inspections within their jurisdictions, and requested everyone review and comment.

History Committee Report:  Bruce Taralson is to prepare a list of honorary members for review so they can be listed on the website.

State of ND Rep:  Bruce Hagen will send an e-mail update on rule changes of the legislative process of the building code adoption.   Ron Strand discussed two meetings that ICC will have for code adoption hearings.  One is in Dallas in May and the other is in Portland in October.  He recommended that someone try to attend as this will be invaluable information.

Old Business:  Grand Forks seminar topic will be Non-Structural Fire and Life Safety.  Fargo seminar meeting will be held at Doublewood Inn in October 2012.  Possible topic will be 2012 building code updates.  The 2013 spring meeting will be held in Minot at the Sleep Inn on March 6-8.  Possible topics to be determined.

Membership Dues:  Raising membership dues and By-Law changes were discussed by Ron Strand of Fargo with concern that there should not be a date to raise membership fees.  This will be discussed further at the summer 2012 meeting.

New Business:  May is Building Safety Month.

Region III Correspondence:  ICC meeting was held in Chaska, MN.  Twenty-five classes are listed on the web site.  One free day of classroom training will be available.

NDBOA Promotions:  Steve Johnson will look into new NDBOA promotional items.  Possible items include metal coffee mugs.

NDBOA Informational Handout:  Todd Johnson will work on updating the handout.

Fall Meeting 2012 Trade Show:  May be coordinated with Chris Rose.

Correspondence and Announcements:  Ray Ziegler thanked Bev Collings of Grand Forks for providing handouts and information on flood-related items.

Fall, 2012 Meeting Details

Dates: October 3, 4, and 5, 2012

Location: Doublewood Inn, Fargo (A block of rooms has been set aside for the North Dakota Building Officials’ Association.)

You can fill out your registration form on-line below but you will need to mail the check for your fee and membership dues, if needed.  Lunch is provided October 4 and 5.

  • 3PM: Business Meeting (open to all members)  A change to the annual membership dues from $30.00 to $50.00 will be discussed and a vote held at this meeting.

This seminar will address such fire and life safety issues as occupancy group requirements, allowable floor area, types of construction, fire-resistance rating requirements, occupant load calculation, and egress systems.

  • Education Committee – March 2012 seminars were discussed, location to be held in Grand Forks, ND (Come On Inn)

  • Historical Committee: There was discussion on recognition of building inspectors/officials retiring from the trade. Mel Zent – Chair

  • ICC Rep: New ICC representative Richard Haufe, Regional Manager and Professional Liaison for the NDBOA. Introduction.
  • State of North Dakota Rep Bruce Hagan updates on the Energy code and enforcement being done in the state. He also discussed 3rd-party inspections on Mobile Home Housing, some being brought in w/out inspections. Jurisdictions to be on the look out for these.

Old Business – Fall meeting of 2011 in Bismarck, ND October 5th – 7th

  • Seminars to include, at the fall October 2011 meeting, Accessibility and IRC Multifamily Construction
  • Spring meeting of 2012 will be held in Grand Forks, ND. No topics have been decided at this time. Will be posted on our web page at a later date. ndboa.org.
  • Membership dues: Will be sent out in January 2012 for the year. Dues received by March 1stwill be 30 dollars and any received after that will be 50 dollars.
  • All committees will be looked at and updated to have more involvement from the committee members.

New Business:

  • Promotional Items: Vest and Cuzis were handed out at the October, 2011 seminar to those who attended. Polos with NDBOA logo on them was determined to be the next promotional item to be ordered.
  • New Officers: Richard Haufe (ICC Rep) handed out pins for president (Bruce Taralson) and Past President (Ray Ziegler). Also, handed out were NDBOA plaques for the current officers. New officers were voted in at this time also: President – Todd Johnson, Vice President – Chris Johnson, Secretary/Treasurer – Steve Johnson, Bruce Taralson become the current Past President
  • Legislative Actions: Bruce Hagan from the North Dakota Department of Commerce will put the NDBOA on an email list that will be distributed our prior to the bills being voted on. This will give members more time to stay current on what bills are being voted on and discussed at the legislative hearings. There needs to be more activity on the Legislative Committee.
  • Website: Officers need to become more involved in the use and updates on the website. Use it more for promoting our association.
  • Fall Meeting October 2012 to be held in Fargo.  Tradeshow to be put on by Christine Rose.
  • ICC Grant to ABM: Bruce Taralson was selected from the ICC to receive a grant to the 2011 ABM in Arizona. The NDBOA has also decided to pay for 4 members to go to the annual code adoption committees.

Region III Group Helps Habitat for Humanity

As shown on the ICC Chapter News:

“Since 2009, the Members of ICC Upper Great Plains Region III have worked on a Habitat for Humanity home. In years past, the Chapter had a much larger group, but this year to save travel time and money the Chapter split its group. Some went to Minnesota and some to Wisconsin. Those who volunteered at the Mankato, Minnesota, site are pictured from left: Patrick Parsley, Susan Hoese, Doug Hoese, Christine Rose, Larry Huff and Ron Hoover.”

  • Education Committee Report: Fall October 2011 seminars were discussed, Accesibility on day one and 2009 IRC Multi Family Construction 2nd day. Location to be held in Bismarck October 5th – 7th (Comfort Inn)
  • Legislative Committee: Need to be notified in a reasonable time frame to give input on issues pertaining to local jurisdictions. The league of cities has committee sessions on their website. Discussion of having a link on our NDBOA website to league of cities.
  • Historical Committee: Nothing at this time.
  • Code Committee: Most jurisdictions have adopted 2009 Codes
  • Region III: Nothing at this time
  • ICC Rep: Nothing at this time
  • State of North Dakota Rep: Energy code training in Jamestown, no dates set at this time, will be notified when dates are set, check website. Department of Commerce will be conducting field tests on the IECC, involvement from NDSU and Home Builders Association. Contact Bruce Hagan at The Department of Commerce with questions.

Arizona Building Officials’ Raffle

Ray LaHaye from the Arizona Building Officials sent this thank you to the NDBOA and several other chapters from around the country. The group intends the raffle to help offset the costs they will incur in hosting the ICC annual business meeting October 30-November 3, 2011.
