The meeting was called to order by President Mark Lange at 3:30. A roll call of officers was taken and only Past President Jerry Ratzlaff was not present.
Some time was taken to review the general membership minutes from October 22, 2002. A motion to approve the minutes including a date correction from the Executive Committee meeting Minutes was made by Mr. Strand and seconded by Mr. Offerdahl. With no one in opposition the motion was declared carried.
Mrs. Rose gave a brief explanation of the finical report and Mr. Gray explained his budget and that he’ll have more information in a few weeks. Mr. Barta made a motion to accept the finical report and Mr. Linnertz seconded. With no one in opposition the motion was declared carried.
There were two guests present from ICC, Greg Johnson and Ron Nienaber. Ron is the past liaison and Greg is NDBOA’s current liaison with ICC. Greg announced that Bill Wall is still our ICC staff liaison, and the Coordinator of chapter programs is Laura Scott. Greg also informed the association that there are many benefits of being a chapter of ICC rather that ICBO. The one that will benefit the most is in the area of our education program. We no longer need to buy one seminar day to receive our free day. We can do just a one day seminar at no charge each year; however there will still be associated fees for example we’ll still get charged for handouts. Greg announced that there is an education session in Kansas April 6-9 and the annual meeting is September 5-14, 2003 in Nashville at the Opry Land Hotel. Greg also wanted to present Mr. Lang with his Past President pin as he won’t be able to attend the meetings in October.
Mr Barta and Mr. Gray reported on the legislation dealing with premanufactured buildings and components. Their reports essentially outlined the path and result of the recent legislation and explained some misconceptions about the application and impact of the legislation.
Mr. Zent spoke on behalf of the Education Committee and announced that Ron Bell and Ron Strand will be our speakers for the next two days on several different topics. Our fall seminar will be held in Minot the 22-24, 2003 of October and there will be a survey to help the committee decide on an appropriate topic. Mr. Zent also made the members aware of two different educational seminars coming up one is held in Kansas April 6-9 and the other in Las Vegas April 8-11. Mr. Zent is also working on getting a speaker at the October meeting to explain a clean water act that may come into affect. Jurisdictions may be required to enforce no retaining water in parking lots or commercial properties and may go as far as residential properties. Greg Johnson explained that in St. Paul the MPCA fines the enforcement agency not the contractor if the violation occurs.
Mr. Barta had nothing to report on behalf of the Historical Committee other than the retirement party pictures can now be viewed on the web page.
There was some discussion on the web page and links the association would like to see. Mr. Belgrade made a motion for Mrs. Rose to spend another $500.00 as she sees fit to upgrade the web page. Mr. Strand seconded the motion. With no one in opposition the motion was declared carried.
The members discussed the annual public relations funding and Mr. Strand made a motion to continue spending the annual $1600.00 total, $400.00 for each region. Mr. Gray seconded, with no one in opposition the motion was declared carried.
The association needed to decide on a location for the March 2004 meeting. Mr. Weight made a motion to hold it in Grand Forks. Mr. Barta seconded. With no one in opposition the motion was declared carried. Mr. Gray made a motion for the dates to be March 3, 4 and 5, 2004. Mr. Martinson seconded. With no one in opposition the motion was declared carried.
Mr. Lange announced that the Executive Committee will have a spring/summer meeting in Devils Lake. He also mentioned that the fall meeting is an election meeting and the Nominating Committee should start thinking on who could be elected. Mr. Strand noted that the Committee will need written commitment that the elected person will be able to serve.
Mr. Offerdahl announced that you can now do permits and licensing on the web at www.ndse.com. Also he thinks that would be a good link for the association to have on their page.
The association had much discussion on weather or not to do pins again this year. Mr. Martinson made a motion to have pins made again. Mr. Gray seconded. With no one in opposition the motion was declared carried.
